Henry Cuellar (D-Texas 28)

The BIPAC Action Fund announced its endorsement of incumbent Henry Cuellar for his re-election campaign to the U.S. House of Representatives in Texas' 28th congressional district on June 29, 2018.

Born as one of eight children to migrant farm workers in Laredo, Texas, Congressman Cuellar was raised with strong family values and an unwavering work ethic to attain an advanced education. As the most degreed member of Congress, he points to education as the platform for his two decades of public service to Texas.

After earning his associate’s degree from Laredo Community College, he used the skills and confidence he gained to enroll in Georgetown University in Washington, D.C. While attending Georgetown, he washed dishes and worked other jobs to afford his college degree, graduating from Georgetown Cum Laude. When he returned to Texas, Congressman Cuellar completed a master’s degree in International Trade at Texas A&M International University (TAMIU) and earned a law degree and Ph.D. in Government from the University of Texas at Austin.

In 1981, Congressman Cuellar opened his own law firm and became a licensed customs broker in 1983. He worked at his beloved alma mater, TAMIU, as an adjunct professor for International Commercial Law from 1984 to 1986. The following year, Congressman Cuellar decided to fully dedicate his life to public service and served as a Texas State Representative from 1987 until he was appointed as the Texas Secretary of State in 2001.

John Culberson (R-Texas 7)

The BIPAC Action Fund announced its endorsement of John Culberson for his re-election campaign in the U.S. House of Representatives for Texas' 7th congressional district on January 31, 2018.

Culberson has been a strong business advocate.  He has advocated for reduced government regulations and other impediments that slow economic growth.  He has held his seat since 2000 and, over the years, has faced no opposition in some election cycles.  This year though, eight challengers have stepped forward for his seat.  One is in the Republican primary and is running to the right of Culberson.  Seven Democrats are competing to challenge him in the general election.

A life-long Texan, John Culberson earned his Bachelor of Arts degree in History from Southern Methodist University in Dallas in 1981.  After college, he worked for his father’s political consulting and advertising agency before earning a Juris Doctorate degree from South Texas College of Law in Houston.  Before his election to Congress, he practiced law as a civil defense attorney with the Houston firm Lorance and Thompson.  

In 1986, John was elected to the Texas House of Representatives while he was a law student.  He spent 14 years in the Texas House and in his last term in 1999, he was selected by his peers to serve as Minority Whip.

John Culberson was elected in 2000 to represent the 7th District, a seat formerly held by President George H. W. Bush and House Ways and Means Committee Chairman Bill Archer.  In Congress, John’s priorities include restoring the 10th amendment, strengthening the economy by cutting taxes, creating jobs, and balancing the budget, securing the border, advancing medical and scientific research, and improving Houston transportation.

Will Hurd (R-Texas 23)

The BIPAC Action Fund announced its endorsement of Will Hurd for his re-election campaign in the U.S. House of Representatives for Texas' 23rd congressional district on January 31, 2018.

The Texas 23rd is one of the biggest swing districts in the country, having flipped back and forth between Republicans and Democrats over the years.  Incumbent Rep. Will Hurd won the seat in 2014 by defeating the incumbent Democrat with 49.8% of the vote.  Hurd was reelected in 2016 with 48.3%, while Democrats had won the seat in 2012 with 50.33% of the vote.  

This district is a large district that runs along the Mexican border from El Paso east to the San Antonio suburbs.  The partisan demographics of the district make it highly competitive and unfavorable to President Trump due to his immigration policies.  

Rep. Hurd has compiled a strong record of supporting the business community.  It is imperative for the business community to support incumbents like Rep. Hurd in a cycle like 2018 when many center-right legislators are being targeted for challenges.  Rep. Hurd has come to D.C. to work and has done a great job in the process for growing our economy.

Pete Sessions (R-Texas 32)

The BIPAC Action Fund announced its endorsement of Pete Sessions for his re-election campaign in the U.S. House of Representatives for Texas' 32nd congressional district on January 31, 2018.

In the Texas 32nd, Sec. Hillary Clinton won the district with 49% to President Donald Trump’s 46% in 2016.  This marked a flip for a district that, in 2012, went for Gov. Mitt Romney with 57%.  This has resulted in a large field of Democratic candidates to announce challenges to Rep. Sessions.  This field of seven Democratic candidates is also joined by a Republican who is providing Sessions a primary challenge.  2018 is shaping up to be a difficult year for Republican incumbents and candidates such as Rep. Sessions have become prime targets for challenges.  

With the changing demographics of the Texas 32nd district, it is important for Rep. Sessions to receive early and vocal support from the business community to assist his campaign and to continue his work in Congress to improve the economic conditions of our country.  More specifically, Sessions also serves as the House Rules Committee Chairman and, from that leadership position and his overall seniority, provides strong pro-prosperity policy support that would be hard to replace.

He graduated from Churchill High School in San Antonio and went on to graduate from Southwestern University in 1978, where he now serves on the Board of Trustees.  He worked for then-Southwestern Bell Telephone Company for 16 years, retiring as District Manager for Marketing in Dallas.  As a businessman, he served as Chairman of the Northeast Dallas Chamber of Commerce.  

In 1996, Sessions won the election for the Dallas based 5th Congressional District.  In 2002, Sessions began representing the 32nd Congressional District, created from redistricting.  In 2016, the people of the 32nd Congressional District called him back to Congress for his eleventh term.  In 2008 and 2010, he was elected by the House Republican Conference as Chairman of the National Republican Congressional Committee.
