The BIPAC Action Fund announced its endorsement of State Senator Troy Balderson in his campaign to the U.S. House of Representatives in Ohio's 12th congressional district on June 29, 2017.

Troy Balderson is serving his second term as State Senator where he has steadfastly represented Ohio’s 20th Senate District, he is Chairman of the Senate Committee on Energy and Natural Resources and a member of the Senate Finance Committee.

Prior to his time in the State Senate, Troy and his family owned and operated a farm in Adamsville, Ohio for several generations and he also worked at an automotive dealership that had been in the family for three generations.

A lifelong conservative, Troy believes in protecting all life, our Second Amendment rights, and in getting government out of the way so Ohio’s job creators can grow without the restraints of government red tape.

In the State Senate, Troy voted to cut taxes by $5 billion, eliminate Ohio’s staggering deficit, and replenish the rainy day fund, all without raising taxes. And under Troy Balderson's leadership in the State Senate, Ohio has created 500,000 new jobs, helping drop unemployment across the state to under five-percent.

The BIPAC Action Fund announced its endorsement of incumbent Sanford Bishop for his re-election campaign to the U.S. House of Representatives in Georgia's 2nd congressional district in April 2018.

Congressman Bishop is a leader among the fiscally responsible Democrats in Congress. He believes that the most important way the nation can reduce the federal budget deficit and grow the economy is to get Americans back to work. He endorsed legislation to increase small business lending, extend the 2001 and 2003 tax cuts to provide tax relief to Americans at all income levels while the economy recovers, eliminate the burdensome estate tax, and close tax loopholes that send American jobs overseas. In order to restore the nation’s economic security, Congressman Bishop has supported a Balanced Budget Constitutional Amendment; legislation to require any new spending by Congress to be offset by spending cuts and/or enhancing revenues; caps on discretionary spending; and reforming defense procurement and weapons acquisition.

Since 2003, Congressman Bishop has served on the House Committee on Appropriations. At the start of the 115th Congress, he was elected by his colleagues to serve as the top Democrat on the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Subcommittee.

Prior to being elected to Congress in 1992, Rep. Bishop served in the Georgia House of Representatives from 1977 to 1990 and in the Georgia Senate from 1991-1992.

Rod Blum (R-Iowa 1)

The BIPAC Action Fund announced its endorsement of Rod Blum in his campaign for the U.S. House on September 4, 2018.

Rod Blum is a Republican member of the United States House of Representatives, representing Iowa's 1st Congressional District. He was first elected to the House on November 4, 2014, after serving a distinguished career as a software company executive and job creator.

Rep. Blum serves on the House Committee on Oversight and Government Reform and in its Subcommittee on Government Operations.  He additionally is on the House Small Business Committee, where is the Chairman of the Subcommittee on Agriculture, Energy, and Trade; and serves on the Subcommittee on Investigations, Oversight, and Regulations.

Blum graduated from Loras College in 1977 with a degree in finance and went on to earn an MBA from the University of Dubuque in 1989. In 1990, he became the CEO of Eagle Print Software, where he worked until becoming the owner of Digital Canal, another software company, in 2000.

Blum has also coached high school basketball, served as a board member for the Hoover Presidential Library, and wrote a political column in the Dubuque Telegraph Herald.

Prior to his congressional career, Blum served as the chair for the Dubuque County GOP from 1995-1997.

Mike Coffman (R- Colorado 6)

The BIPAC Action Fund announced its endorsement of Mike Coffman in his campaign for the U.S. House on September 4, 2018.

Mike Coffman grew up in Aurora and attended Aurora Public Schools. He began his distinguished career of serving our country at the age of seventeen. Inspired by his father’s military record, Mike enlisted in the U.S. Army at the end of his junior year in high school. Through the Army, Mike was able to earn a high school diploma. In 1974, he left active duty to attend the University of Colorado under the G.I. Bill where he continued his military career by serving in the U.S. Army Reserve. He graduated from the University of Colorado in 1979 and immediately transferred from the U.S. Army Reserve to the U.S. Marine Corps where he served as an infantry officer.

In 1983, Mike returned home to Colorado and started a small business, an Aurora-based property management company. While in business, he continued serving in the military by joining the U.S. Marine Corps Reserve. As a small business owner, Mike saw the need to bring more common sense economic policies to state government so he ran and was elected to the State House of Representatives in 1988 and re-elected in 1990. Shortly after his 1990 re-election, Mike took an unpaid leave of absence from the state legislature and volunteered to return to active duty for the first Gulf War where he served as the executive officer for a light armored infantry company.

In 1998, Mike was elected to the office of State Treasurer and re-elected in 2002. In 2005, the U.S. Marine Corps was under strength in meeting their requirements for the Iraq War and Mike once again answered the call to duty. Mike resigned his position as the State Treasurer and volunteered to return to the U.S. Marine Corps for an assignment in Iraq. In Iraq, Mike was a civil affairs officer where he worked in support of the Independent Electoral Commission of Iraq (IECI) in 2005 and in 2006 he was reassigned to help establish interim local governments in the Western Euphrates River Valley.

In 2006, Mike came home after completing a full tour of duty in Iraq and was appointed by Governor Bill Owens to serve out the remainder of his term as the State Treasurer. In 2008, Mike was elected to the U.S. House of Representatives.

Mike is the only veteran in the Colorado delegation and the only Member of Congress to have served in both Iraq Wars. He serves on the Veteran’s Affairs Committee and the Armed Services Committee, where he is Chairman of the Military Personnel Subcommittee.

Barbara Comstock (R-Virginia 10)

The BIPAC Action Fund announced its endorsement of Barbara Comstock for her re-election campaign in the U.S. House of Representatives for Virginia's 10th congressional district on January 31, 2018.

Comstock is in one of the most competitive districts in the country for the 2018 midterms.  Twelve candidates have announced their intent to challenge Comstock and that includes a GOP primary challenger.  Consequently, this campaign will be non-stop in 2018.

Barbara Comstock was born in Springfield, MA.  Comstock earned her B.A. in political science from Middlebury College in 1981 and her J.D. from Georgetown University Law Center in 1986.  Comstock is a founding partner of Corallo Comstock.  She previously worked at Blank Rome, LLP and Blank Rome Government Relations, LLC.  She also worked as a Congressional staffer to both Sen. Ted Kennedy (D-MA) and Rep. Frank Wolf (R) of Virginia.  From 1995 to 1999, she was majority counsel to the Oversight and Government Reform Committee in the U.S. House of Representatives.  Comstock would go on to work in the Department of Justice from 2002 to 2003.  In 2010, she was elected to the Virginia House of Delegates and, in 2014, she was elected to the U.S. House of Representatives.

Jim Costa (D-California 16)

The BIPAC Action Fund announced its endorsement of incumbent Jim Costa for his re-election campaign to the U.S. House of Representatives in California's 16th congressional district in April 2018.

Jim Costa was sworn in as a Member of the U.S. House of Representatives representing California’s 16th Congressional District in January 2005. Raised on a dairy farm in Fresno’s Kearney Park area, Congressman Costa is a third-generation family farmer. As a Member of Congress, Costa has applied his farming background to fighting for Valley water, agriculture, and the economy.  In the 115th Congress, Rep. Costa serves on two powerful House Committees: the Committee on Agriculture and the Committee on Natural Resources and he serves a member of the fiscally-conservative Blue Dog Coalition.  In the House he has worked with his colleagues to support more responsible budgeting practices.

Though Republican Elizabeth Heng is certainly a pro-business candidate, Rep. Costa has a proven record, scoring a 74% on the BIPAC Composite scoring system, one of the highest Democrats in the entire House.  Since he is the prohibitive favorite for re-election and a Democratic leader in the pro-business majority, the staff recommends a BIPAC endorsement for Rep. Jim Costa in his bid for an eighth term in the House.

Henry Cuellar (D-Texas 28)

The BIPAC Action Fund announced its endorsement of incumbent Henry Cuellar for his re-election campaign to the U.S. House of Representatives in Texas' 28th congressional district on June 29, 2018.

Born as one of eight children to migrant farm workers in Laredo, Texas, Congressman Cuellar was raised with strong family values and an unwavering work ethic to attain an advanced education. As the most degreed member of Congress, he points to education as the platform for his two decades of public service to Texas.

After earning his associate’s degree from Laredo Community College, he used the skills and confidence he gained to enroll in Georgetown University in Washington, D.C. While attending Georgetown, he washed dishes and worked other jobs to afford his college degree, graduating from Georgetown Cum Laude. When he returned to Texas, Congressman Cuellar completed a master’s degree in International Trade at Texas A&M International University (TAMIU) and earned a law degree and Ph.D. in Government from the University of Texas at Austin.

In 1981, Congressman Cuellar opened his own law firm and became a licensed customs broker in 1983. He worked at his beloved alma mater, TAMIU, as an adjunct professor for International Commercial Law from 1984 to 1986. The following year, Congressman Cuellar decided to fully dedicate his life to public service and served as a Texas State Representative from 1987 until he was appointed as the Texas Secretary of State in 2001.

John Culberson (R-Texas 7)

The BIPAC Action Fund announced its endorsement of John Culberson for his re-election campaign in the U.S. House of Representatives for Texas' 7th congressional district on January 31, 2018.

Culberson has been a strong business advocate.  He has advocated for reduced government regulations and other impediments that slow economic growth.  He has held his seat since 2000 and, over the years, has faced no opposition in some election cycles.  This year though, eight challengers have stepped forward for his seat.  One is in the Republican primary and is running to the right of Culberson.  Seven Democrats are competing to challenge him in the general election.

A life-long Texan, John Culberson earned his Bachelor of Arts degree in History from Southern Methodist University in Dallas in 1981.  After college, he worked for his father’s political consulting and advertising agency before earning a Juris Doctorate degree from South Texas College of Law in Houston.  Before his election to Congress, he practiced law as a civil defense attorney with the Houston firm Lorance and Thompson.  

In 1986, John was elected to the Texas House of Representatives while he was a law student.  He spent 14 years in the Texas House and in his last term in 1999, he was selected by his peers to serve as Minority Whip.

John Culberson was elected in 2000 to represent the 7th District, a seat formerly held by President George H. W. Bush and House Ways and Means Committee Chairman Bill Archer.  In Congress, John’s priorities include restoring the 10th amendment, strengthening the economy by cutting taxes, creating jobs, and balancing the budget, securing the border, advancing medical and scientific research, and improving Houston transportation.

Rodney Davis (R-Illinois 13)

The BIPAC Action Fund announced its endorsement of Rodney Davis for his re-election campaign in the U.S. House of Representatives for Illinois' 13th congressional district on January 31, 2018.

Davis is serving his third term as the Congressman for the 13th District of Illinois, a 14-county district covering both urban and rural areas of Central and Southwestern Illinois.  As a Member of the 115th Congress, Rodney serves on the House Committees on Administration, Agriculture, and Transportation & Infrastructure.  Rodney was also appointed to serve as Chairman of the House Agriculture Subcommittee on Biotechnology, Horticulture & Research.  

Since the age of seven, Rodney has lived in Taylorville, where he attended public school.  He continued his education in central Illinois and graduated with honors from Millikin University in Decatur.  While growing up, Rodney worked in his parents’ restaurant, so he’s seen first-hand the daily challenges faced by small business owners.  

In his role as Projects Director for Congressman John Shimkus, Rodney became intimately familiar with the role that the federal government plays in our communities, where it can help, and where it can hurt.  He was instrumental in helping Illinois citizens and communities cut through government red tape and works daily to provide support and relief to a wide array of important local projects.

Jeff Denham (R-California 10)

The BIPAC Action Fund announced its endorsement of incumbent Jeff Denham for his re-election campaign to the U.S. House of Representatives in California's 10th congressional district in April 2018.

He was first elected to Congress in 2010 and is currently serving a fourth term in the 115th Congress.  Rep. Denham’s public service career began with the U.S. Air Force, where he served for 16 years between active duty and reserve status. He fought in Operation Desert Storm and Operation Restore Hope in Iraq and Somalia, respectively.

After graduating from Cal Poly San Luis Obispo, Rep. Denham worked in the agriculture industry as an almond rancher and entrepreneur.

In his work as a California State Senator from 2002-2010, Rep. Denham focused on balancing runaway spending in California and protecting taxpayer dollars from wasteful state projects. He was a proven and courageous leader in the California Senate, where he was the subject of an unsuccessful recall attempt for his refusal to vote on irresponsible budget proposals.
