Now that Rep. Rick Nolan (D-Crosby/Duluth) has decided not to run for Governor and appears intent on seeking re-election, he has drawn a potential Democratic primary challenger. Leah Phifer, a former FBI counter-terrorism analyst announced her congressional exploratory committee yesterday. The 8th CD is expected to draw a great deal of attention in 2018, since Rep. Nolan has had two consecutive close election calls against Republican businessman Stewart Mills, winning last November with just 50.2% of the vote, for example. Mr. Mills is considering a third run. The fact that Mr. Nolan may be getting a credible Democratic primary challenger is a surprising development.
